Your copy decides which rules apply
A shaping short is a piece of clothing, and as clothing it is an ordinary ad. The trouble starts with the copy. Meta's health and wellness page says weight loss ads must not claim that results can be achieved solely by using wearable products, must not close up on a body area by pinching fat, must not contain statements of inferiority about physical appearance, and must target people 18 or older. TikTok's weight-management page restricts any weight loss or muscle gain claim to 18+, bans claims that a product alone causes weight loss, and says ad content and landing pages must not shame users about their bodies or suggest how they need to look.
"Lose inches the moment you put it on" is the wearable-results claim Meta describes, in one line. "Smooths under fitted dresses, stays put when you sit" is a fit claim. Same garment, two different ads, and only the first is the kind of claim those rules are written about. Write the fit version first, then check every caption, voiceover line and on-screen word against it.
